First Councilor was the title given to the leader of Westland. The First Councilor was responsible for all of the towns and villages of Westland, as well as the country people. The First Councilor was also Commander in Chief of the Westland Army.
Michael Cypher was appointed First Councilor at the beginning of Wizard's First Rule and held that position until his execution.
