Frank was among the men who came to attack Zedd for being a "witch." He was mentioned by Richard as he spoke to mob to make them remember that Zedd was a friend and not a foe. The only thing known about him was that he had a wife and that Zedd had helped his wife by bringing her a healing potion.
The other men in the mob were Bill and John among others.
