Muksin was the People’s Protector in charge of prisoners being held for "questioning" in the Altur’Rang Barracks. Despite his callousness in the face of people who came to him and seeming corruption, he was nothing more than an honest official. He would not even take the extra money that Victor Cascella offered him to release Richard, instead directing them all to the proper place to pay the fine so that it could be distributed to people in need.

Muksin was an older man. Beneath a chin that sank down toward his chest, his spreading body looked as if it were melting in the summer heat. His loose white shirts often bore big dark rings of sweat.
