Sister Ulicia was the leader of the Sisters of the Dark. It was she who masterminded the plot to capture Kahlan Amnell and unleash the Chainfire spell. She was named as the player of the Boxes of Orden and was later claimed by its power, along with six other Sisters of the Dark.

Ulicia was said to be a physically attractive woman, though she was beyond evil. Her mind worked with a practiced deviousness and she was adept at concocting plans thought to be impossible by most. Ulicia was prone to mood swings and thought of most people as insignificant and inconsequential. She was rarely seen without her stout oak rod.
Having secretly directed the Sisters of the Dark for so long, Ulicia demanded obedience and even relished the chance for a demonstration as to how violent she could become. Having successfully absorbed the male Han and gained the use of Subtractive Magic, Sister Ulicia was a master of powers few could ever even imagine and was believed to be the most powerful of all the Sisters of the Dark.

Sister Ulicia appears in the following books of the Sword of Truth series; Stone of Tears, Blood of the Fold, Chainfire, Phantom and Confessor.
[edit] Stone of Tears
Sister Ulicia sits in her office writing a fake report, detailing the sudden death of a young wizard. She reports that the boy's death was related to the Rada'Han and that he was pushed beyond his limits. However the real reason was far more sinister. The Sisters of the Dark had drained him of his gift.
As Ulicia is writing her report, Sister Liliana knocks at her door and Ulicia allows her to enter. Ulicia warns her not use names when they are alone, lest the breeze carry their names and words to the wrong ears. Liliana informs Ulicia that the Sister's sent on the journey to discover Richard Rahl had finally discovered him and that he had refused the first offer of the Rada'Han. Liliana informs her that it was Sister Grace, a Sister of the Dark, that had given her life. Ulicia and Liliana speak of the problem that Richard Rahl being fully grown will cause. Liliana informs Ulicia that Wizards Ranson and Weber are waiting for her and Ulicia sends Liliana to her lessons in her place. She decides to use Liliana less in the future because she is to eager.
On her way to see the two Wizards, Ulicia encounters Pasha Maes, a young novice. Ulicia sees something in Pasha that she intends to use to her advantage and speaks to her more candidly than any Sister, Pasha had ever encountered. Pasha shows a great amount of admiration for Ulicia, more so after a brief duel that is fought between the two, intended for Ulicia to test Pashas strength. Ulicia toys with Pasha and then continues on her way to meet the two wizards. Ulicia orders Wizard Ranson to kill Weber and take his gift using a quillion. Ulicia has Ranson give his soul oath to the Keeper of the Underworld.
Ulicia is present during the ritual in the Hagen Woods, where Sister Liliana receives her gift of Subtractive Magic. She informs Sister Margaret that they had known she was following them and then has Liliana kill her.
Ulicia hires Captain Blake and his crew to take her and five other Sister's around the Great Barrier, but is forced to move things ahead of schedule when she overhears Prelate Annalina telling Sister Verna that she knows of the existence of the Sisters of the Dark. Ulicia attacks the Prelate, badly injuring her, but is interrupted by Richard Rahl and Verna. There is a brief exchanging of fire between Verna and Ulicia but Ulicia eventually flees, and then leaves upon Captain Blakes boat, along with her Sister's.
[edit] Blood of the Fold
All six Sisters of the Dark, who escaped aboard Captain Blake's boat, the Lady Sefa, awake at the exact same time, screaming. Ulicia's throat felt to be on fire and there was blood on her eyelids where she had attempted to unsuccessfully claw her eyes open.
Ulicia, as their leader, quickly takes control of the situation, putting on a calm front despite her terror. Somehow a man by the name of Jagang had been able to replace her Master, the Keeper of the Dead, in the Sisters' shared dream. Jagang tortured each of the women and then ordered them to travel to his fortress.
Ulicia and her Sisters have the crew of the Lady Sefa reverse their course, though not without creating an example of several sailors. During the return journey Ulicia rakes her brain for a way to rid her and her Sisters of Jagang, soon discovering that it might be possible to destroy the Emperor by linking all six of their powers together.
The six Sisters do so and arrive at Jagang's fortresses. Upon entering Jagang's quarters, flanked by guards, Ulicia, the Sister acting as the director of the formidable pooled powers, wastes no times and unleashes a mixed blast of Additive and Subtractive magic; capable of leveling the area twenty leagues around them. Everything disappears in a blinding flash and Ulicia's only thought is that surely she had destroyed the entire world.
As everything slowly came back into focus, Ulicia realizes something has gone terribly wrong with her plan. Jagang is extremely amused by Ulicias assassination attempt and informs her that he is a dream walker, a being whose ability allows them to enter the minds of others, particularly the gifted, and take complete control of that being. A dream walker's power is infinitely quicker than any gifted person of whom he is in control, so they are unable to use their gift to any avail against him.
Jagang informs the Sisters that they are now his in every aspect. To demonstrate this, Jagang gives all six Sisters over to Captain Blake and his crew to use for their enjoyment.
Ulicia and her Sisters are sent to the Palace of the Prophets to await the return of Richard Rahl and kill him, on behalf of Emperor Jagang. She is also made Prelate, in place of Verna, who is taken prisoner by Sister Leoma, who, like all other Sisters of the Dark, had become a slave of the dream walker. Ulicia believes she has discovered a way to swear loyalty to Richard Rahl while not betraying the Keeper, but still freeing herself of Jagang.
Upon arriving at the Palace, Richard is informed that his wife, Kahlan, is a prisoner and that Sisters Ulicia, Tovi, Cecilia, Armina and Merissa will give up her position to him in return for being able to swear loyalty to him. Richard agrees and the five Sister's gain their freedom, though they are unable to include Nicci, who they were unable to find, in their plan. Ulicia also gives up her false position as Prelate, on Richard's orders.
Shortly after Richard leaves the office of the Prelate, Captain Blake and some of his crew enter, not realizing that the Sisters are now free to do as they wish. Ulicia and her Sisters soon make clear their intentions, before torturing the crew of the Lady Sefa and unleashing their power at Grafan Harbour.
[edit] Post Blood of the Fold / Pre Chainfire
Though Ulicia and her Sister's may have sworn an oath to Richard, she did not believe that it necessarily meant that they could no longer hold to their original oath, to the Keeper, as well. She recognized that Richard's highest morale has always been; life. To her mind, she believed that this would allow the four free Sisters of the Dark to work for the Keeper as long as they were no threat to Richard's life.
This caused a plan to formulate in Ulicia's mind. When the four Sisters discovered a cache of books, a place known as a central site, under the ruins of the Palace of the Prophets, one book stood out beyond all others:Chainfire.
Chainfire was a book written by the wizards of old, detailing a theory that demonstrated the potential to unravel the world of life. It outlined a web, powerful enough to completely erase a persons existence from the minds of all others, even seconds after having seen this person. The wizards, realizing what a catastrophe Chainfire could be if unleashed, created a counter; the Boxes of Orden. However, this played right into the hands of Ulicia and her Sisters.
After destroying the hidden central site, the Sisters set off to find Richard Rahl and Kahlan Amnell. The Sisters succeeded on discovering the camp while the pair slept and were able to avoid their Mord-Sith guard; Cara. They then cast a web on Richard that increased his drowsiness so as to prevent him from waking. They then captured his wife, Kahlan, before quickly leaving the camp. They also cast magic that erased their tracks.
The Sisters placed a Rada'Han on Kahlan's neck, cutting her off from her Confessors power and then in an act of pure evil unleashed the Chainfire Event upon the world by placing it around Kahlan. In addition to the Chainfire spell, a number of extremely powerful webs were placed upon her, preventing her from escaping the Sisters grasp.
The four Sisters and their captive then set off for the People's Palace in D'Hara. However, along the way they stopped in the city of Aydindril and planted a corpse in a grave marked as Kahlan's.

Once at the People's Palace, the Sisters acted as kindly tourists who were eager to see the sights of the famous Palace. However, this was merely an act designed to allow them the best chance to scope out the direction of the Garden of Life.
Armina was the Sister who discovered which hallway lead to the Garden. Ulicia then ordered her to keep a look out at one end of the hallway and Cecilia the other. This just left her, Sister Tovi and Kahlan to approach the heavenly guarded door. As they approached Ulicia directed Kahlan to walk past the guards and into the Garden. For a moment the guards noticed that she was unauthorized to be in this area, but a mere second after noticing her, she was wiped from their memory due to the Chainfire spell that surrounded her.
Ulicia and Tovi played at admiring artwork near the entry to the Garden, while waiting for Kahlan to return. When she did, they were beyond excited. She was to bring them the one counter to the Chainfire Event; the Boxes of Orden.
However, Kahlan had not had enough room in her pack for all three of the Boxes. Ulicia reacted violently to this and savagely beat Kahlan with her ever present stout oak rod. She then used her gift to pin Kahlan against a wall and instructed her to return to the Garden, remove whatever she had in her pack and bring her the other two Boxes.
After this, Ulicia ordered Tovi to leave the Palace with the first box, as it was too dangerous to stand idly by with something so important to their plan and so jealously guarded by the D'Haran troops. They would rendezvous later. When Kahlan returned, Ulicia placed the Boxes of Orden into play, before she, Sisters Armina and Cecilia and the captive Kahlan leave the People's Palace behind.

Ulicia, Armina, Cecilia and the captive Kahlan, finally make it to The White Horse Inn. It was here that they were to meet up with Sister Tovi and finally have all three Boxes of Orden in their possession. The inn keeper and his wife, Orlan and Emmy, let the women in out of the rain. At first the Sisters do not realize that the inn keeper and his wife are fighting over the number of women present. Emmy believed there to be only three, while Orlan believed there to be four. However, the importance of the conversation doesn't escape them for long.
The Sisters quickly force Orlan to describe the extra woman that he sees. It soon becomes obvious that he is able to see Kahlan. Armina cannot believe that Orlan is able to see Kahlan, as they had done the verification webs to ensure everything had gone to plan. Cecilia then argues that they did not do the interior webs, only the exterior. However, this practice had not been done since the Great War.
Orlan becomes angered at the gruff way he is being treated by the Sister, but is quickly knocked down by Sister Ulicia, with her oak rod. When he gets back to his feet and almost uses Kahlan's title, Mother Confessor, Ulicia uses her gift to unleash a powerful bolt of lightning that blasts the man in two. She later uses her dacra to kill the man's wife and daughter, but only after discovering that Tovi, was no longer at the inn and had stated she was on her way to Caska.
On the way to Caska, the Sisters and Kahlan are forced to avoid Imperial Order troops, however, they cannot avoid the carnage left in their wake. The Sister's dream of the power they will be able to unleash upon Jagang, once they have opened a Box of Orden. Eventually making it to the Deep Nothing, the land in which Caska is situated, the Sisters begin to sense someone is following them. They later capture the person; a young girl named Jillian.
Jillian says that Tovi has her grandfather captured and that she had sent her to guide her Sisters to her. They also discover that Jillian is also able to see Kahlan. Jillian guides the Sisters through a labyrinth and when they come to a door, using their gifts, the Sisters can sense Tovi beyond it.
However, when they enter the room, it is not Tovi who waits for them, but Emperor Jagang. Jagang informs them that Tovi had been dead for some time now and that their supposed bond to Richard Rahl had never been anything more than a fantasy, he had been using them all along, because he liked the idea of having Sisters of the Dark out in the world who were up to things he could use to his advantage. He also realized that their plans would help him further sabotage Richard Rahl's cause and net him the prize of prizes; Kahlan Amnell. What Jillian had said about her grandfather earlier, had been true, except that it was Jagang, not Tovi, who held him captive.
The Sisters are forced to help Jagang with his preparations with the Book of Counted Shadows. As the book insists that a Confessor is the only way to verify the truth of the book, Jagang and the Sisters have Kahlan study the book to see if she can find a way to do so. She points out that the book says Shadow, not Shadows. The Sisters argue the relevance of this, Ulicia insisting that Kahlan had verified the falseity of the book, as it said she would .
While Jagang listens to the Sister's argue, Kahlan helps Jillian to escape. She kills two guards, takes a knife and then runs with Jillian, knowing she would be apprehended due to the Rada'Han on her neck. As Kahlan turns back, she throws the knife as hard as she can at the open doorway, before anyone had even come through. As the knife reaches the doorway, Cecilia walks through it and is stabbed directly through the heart, dying instantly.
Kahlan is apprehended via the Rada'Han and made unconcious, while Jillian is able to escape. Ulicia and Armina continue to argue over whether Kahlan's verification is relevant or not. Later, Jagang has Kahlan walk naked through his camp, to draw out anomolies among his men who are able to see her despite the Chainfire spell. Ulicia and Armina are made to follow her from a distance, so as to make sure she is unharmed by the soldiers. These soldiers are made Kahlan's guards.
After long discussions with Jagang about matters to do with the Book of Counted Shadows and the Boxes of Orden, Ulicia and Armina are sent to the tents, as they were so long ago, to be used and abused by Jagang's men, in any way they see fit, so long as their wounds aren't fatal. Both women continue to accompany Jagang during the day, however, their attractive apearances have eroded, due to their treatment.
